Venator Network

The Venator Network has been established with the design of utilizing the Dominions underworld to provide an early warning system, noting symptoms before something larger becomes fully visible. Increases in weapons trade, forged credentials, or desire for encrypted communications are examples of clues that may be passed on that together create a larger picture of preparation that may need to be dealt with. The Venator Network's function in the Dominion is as an underground safety net.
Venator NodesWhile the Venator Network themselves are tasked with taking note of these symptoms they are also responsible for manning a series of Venator Node dead drops spread across the various worlds of the Dominion where the Network holds some amount of sway. These Venator Nodes function as a means for the public to relay tips regarding suspicious activity to the Venator, anonymously or otherwise. Each Venator Node will be marked and drops may be made at any point. The Venator Nodes are designed to regularly shift location to minimize outside monitoring, allowing for the informant's anonymity if such is desired.
Building Credit
Informants that do not wish to remain anonymous have the opportunity to build credit with the Venator should they provide viable information that leads to positive results. The Venator Network is responsible for providing the informant with a physical credit token. Credit tokens may later be exchanged for possible information or a favor from the Venator or her Network, or bartered off elsewhere.
Network Flow
In addition to information exchange, the Venator Network provides a direct route for the flow of goods from external sources into Dominion space, providing worlds with Venator Network coverage with the potential for bolstered economic and trade viability.
Network Coverage
The Venator Network's coverage is measured as Minimal, Low, Moderate, or High depending on assets placed on the worlds in question as compared to the world's overall population. Current coverage is as follows:

Coverage will be updated as further assets are added to the Venator Network to bolster its reach. Those interested in adding their assets to expand the Venator Network should reach out to the Venator to solidify details.
The Venator Network is intended as a means to provide both an interaction with Lord Nar as the Venator, as well as providing RP hooks for those interested in underworld RP within the Dominion. Both PCs and NPCs have the opportunity to anonymously leave tips via the Venator Nodes, which can be the foundation for upcoming events. Those providing tips are welcome to either ask Tiln'anar to find time to DM for them, or are welcome to DM it for themselves and provide a short summary of what occurred; thus providing a connective thread to events tied to the Venator Network.
These tips themselves have the potential to either lead to something viable or be complete dead ends posed by conspiracy nuts. They may also be means of attempting to undermine rivals by planting information or evidence, your imagination is the limit. The Venator herself will not have the time to personally deal with every potential issue, and thus sending the powerbase out on Venator business is a viable hook to deal with problematic individuals before they become a threat.
Both Network Coverage and Network Flow may be expanded upon by adding underworld assets or smuggling rings into the Network, thus also providing further potential for underworld, piracy, or smuggling RP for those that desire it. Bear in mind that the Venator will be keeping tabs on what is smuggled in, so those actively seeking to bypass Dominion Law may wish to be extra careful if using her network.
Anyone may contact the Venator to have their assets added to the overall network and thus its coverage. This has the potential to earn Lord Nar's favor, and give a twist to your RP plots in the future.
