As a result of the Tobra City Districts Act, the chaotic and blurry partitions between regions within the bustling planetary capital have been settled once and for all. The Lord Governor has made one thing clear during his rule thus far, as long as the tax bills are paid and goods continue to be produced at a higher rate year on year, the how or the why matters very little. However, now that the lines have been drawn, Tobra City can benefit from more accurate and efficient oversight, for the betterment of all.
The Five Districts
Atiria: If one has to live anywhere in Tobra City, Atiria would be the first choice without a doubt. It's lack of industrial sectors within the district mean that the closer to the heart of the central district you get, the less likely you are to be awash with smog and dust. The entertainment, military and financial zones contained within mean that the properties in this district are easily the most expensive. Luxury on Tobrade is hard to come by and those Imperial citizens who enjoy living in Atiria are as close to luxury as can be. The highest levels of Imperial military presence in this district make it the safest by far. Only people who matter live in Atiria, the only ones to have any real sway with local Imperial garrisons and bureaucrats. The problems in Atiria are solved with signatures, rather than violence.
Huanwu: The district of Huanwu is relatively livable for the average citizen, making it the second choice for those who can afford to live there. The industrial zones still churn day and night, but they focus on the higher profile parts, those for technical droids and starships or the occasional luxury item. The entertainment and retail zones within Huanwu enjoy being out of direct sight of the high and mighty, allowing them to dabble in more lucrative and seedy markets. Tobra City citizens living in Huanwu are desperate for the chance to ascend the social ladder to Atiria and will do almost anything to get there.
Dtuhun: The largest unbroken expanse of factories, workshops and manufacturing of all varieties, Dtuhun has the worst issues with air quality and life expectancy in all of Tobra City, when not including crime statistics. It is common to see personal respirators worn by all citizens traversing this district, with those working within it often opting for cybernetic procedures to reduce their risk of long-term health issues. The Scraplands to the East, Tobrade's main dumping ground, mean that salvage can be quickly turned into useful material or fuel for the endless march of industry.
Irsur: With the least diversity of purpose among the regions contained within, Irsur is perhaps the worst of all worlds. High crime rate, high pollution and high population density make it one of the most sweltering and unpleasant places to spend time within Tobra City. Imperial forces will often just ignore calls for assistance from the local residents, or discreet solutions will be applied away from prying eyes. Smuggling is rife in the region, but not for the usual illicit goods and substances, instead food, water and respirator filters are sold for a premium.
Jiaka: Jiaka is the last place that any upstanding Imperial citizen wishes to find themselves, especially at night. The high density of alien residents, proximity to blackout districts, high crime rate and derelict ruins from the time of the Empire's arrival make for an incredibly volatile and hostile locale.
A basement level which consists of tunnel networks running under Tobra City which are fully powered and ventilated. These tunnels are connected to the surface by industrial turbolifts and are open to the public. Although there isn't much reason to use these tunnels for now, they mark the beginning of further vertical urbanisation of Tobra City and allow for goods to be directly transported from place to place. Some citizens even use the tunnels to shorten their commute. There are even larger tunnels and chambers which allow for businesses to take root beneath Tobra City's streets. However, many steer clear if they don't have good reason to descend, the more suspicious, or superstitious, of citizens claim that things lurk in the shadows of the sub-level.
The Tobra City Stock Exchange (TCSE) The Invisible Hand

A temple to greed in the heart of Tobra City, the stock exchange opens to the blinking of neon tickers and the roaring of hungry traders, offering new opportunities on the planet for the financial sector. The stock exchange allows for localised trading of shares, bonds, and other securities including Frontier Investment Bonds which support the Dominion's constant economic and territorial growth.
The TCSE building has a maximum capacity of around ten thousand workers and offers a few hundred basic overnight accommodations for traders visiting from elsewhere in the Dominion. The site boasts some of the best security systems that credits can buy, both physically in the form of droids and turret installations, and digitally in the form of extensive slicing counter-measures.
The area surrounding the stock exchange has also been transformed. Where once there were old dilapidated buildings and meagre apartments there now sit luxurious plazas and conference venues, with plenty of space for retail and leisure expansion. The creation of the TCSE hopes to attract the interest of the more bleakly pragmatic wealthy citizens in the Dominion, a stark contrast to somewhere like Zyxar or Denedre Prime, where concepts like 'fun' exist.
Tobra City Luxury Labs (TCLL) Manufactured Magnificence
"One day, I swear I saw a child playing with a ruby the size of a hubba gourd." - Tobradian Citizen
Built atop the super-structure of Tobra City's most affluent district, Atiria, this luxury lab facility allows for the production of synthetic gemstones. With state of the art scientific facilities and a large number of automated processes provided by droid labour, the lab makes and cuts exceptional gems in a wide variety, but at limited stock. Arguments have been made that with the vast availability of various precious stones and metals throughout the enormity of the galaxy at large, that producing such in a lab instead is actually a much more lucrative affair than digging through asteroids and barren worlds. Gone are the days of slaves chipping away at bare stone in search of fortune for their owners,* at least for a select few buyers on Tobrade. A portion of the laboratory's monthly output is earmarked for direct export to Zyxar in some manner of informal arrangement. While the divide between rich and poor in Tobra City grows ever wider, TCLL hopes to attract more skilled workers and affluent business interests to uplift citizens from the depths of poverty, at least by statistical association.

The border between Atiria and Jiaka has always been hotly contested between the upstanding Imperial military and lowlife ganger scum. Bastion is a neighbourhood designed for the express purpose of keeping the strife of the average Tobra City resident out of the more prosperous and civilised inner-city zones. Now, proper development has taken place to give Imperial forces the tools and support to perform their duties with much greater efficiency. Within the daunting perimeter wall are barracks and defensive structures designed to hold up to two thousand personnel. Occasional patrols now launch from within Bastion on exploratory missions throughout the war-torn remains of Jiaka's streets. Anyone who dares to approach the wall from the Jiaka side fall where they stand to act as a warning to any others who might try to advance on the base.
