Steel Serpents is a Tobradian swoop gang or 'club' currently operating in the eastern part of Tobra City. It was originally named Crew 46, pre-Imperial conquest. A few months after Imperial forces had claimed victory and Lord Rhozan had been appointed governor, the old leader was brought down from within by an ex-convict and enforcer named Neza Key. Together with those loyal to her, she took control of and rebranded the gang into what it is today.

The internal conflict greatly weakened the outfit, causing the death of many members and the destruction of much of their property. Most of what remained would be claimed by rival gangs in the weeks to come.

With only a handful of members remaining, the ambitious gang began to rebuild what they once had. The assistance of a benefactor aided them in their pursuits, a symbiotic relationship now formed between the Serpents and Linnavi.

While they are involved in most forms of racketeering to some extent, they mainly engage in extortion, illegal gambling, speeder theft and contract killing. They also control legal businesses, both as fronts and as a way to generate a stream of 'clean' credits.

The outfit is primarily made up of humans, but occasionally has near-human and even non-human members in their ranks. The only species that is fully rejected are zabraks. The reason for this targeted discrimination may come from long-running rivalries between the Steel Serpents and the Blood Akks, or the fact that zabraks are seen as drawing unnecessary attention from the government due to recent purges of their population.

Still a relatively small criminal outfit in the large underworld of the capital city, the Steel Serpents’ reputation among more established criminal organizations is fairly insignificant. To local gangs however, their reputation is growing, increasing the number of prospects seeking a place in the family of outlaws.

All members of the Steel Serpents use a variety of cybernetics, with the sole uniform one being a left cybernetic hand. This hand, sometimes containing internal weaponry, is also adorned with their symbol at the top, although it can easily be hidden when the need arises.

I've always wanted to create more connections between assets. I think it does a lot for worldbuilding. So if you have a gang or anything else that might be relevant and want to interact with this group, don't hesitate to reach out! It doesn't need to result in a loss of an asset. Just some fun rivalry or even an alliance! ☺️

Steel Serpents has a strict hierarchy much like any other criminal organization, where each charter is ruled by a President and a few other key roles making up the leadership of the outfit. Generally speaking, these 'councils' employ some form of 'democracy', with each key figure having one vote in any matter. In the event of a tie, the President's vote weighs heaviest. However, a President who can't reliably get their will through the council likely has their days numbered. At least as far as the position goes. On that note, each council consists of the following ranks:

President
The leader of the local charter. Oversees the other officers and holds council meetings. Represents the charter in dealings with other charters, clubs, organizations and the local community, including forming and signing contracts. Sets the overall direction and priorities of the charter and approves or denies new prospects.

Vice President
Second-in-command, the Vice President (or VP) takes over all of the President's duties when they are absent, locked up or unavailable. Their main responsibility is often to deal with internal disputes before they escalate and reach the President. Oversees day-to-day charter operations so the President can focus on higher-level issues. Often the charter's "problem solver".

Sergeant-at-Arms
The Sergeant-at-Arms enforces charter rules, bylaws and orders. The maintain order during charter meetings and handles physical security at the clubhouse and during events such as runs, parties and funerals. Furthermore, they control weapon discipline and carry out punishments authorized by the President or the council.

Secretary
Keeps official records of meetings, votes, disciplinary actions and membership status and information. Also handles correspondence with other charters and support clubs. Ensures charter action aligns with the rules and bylaws. Often described as the "spider in the web", ensuring things such as logistics and contracts are running smoothly.

Treasurer
The financial authority of any charter. Collects dues, fines and event proceeds. Manages charter funds and budget and pays approved expenses such as rent for the clubhouse, runs, legal support and funerals. Keeps credits secure and untraceable when necessary.

Road Captain
Commands authority on the road, even over the rest of the leadership. Plans routes, stops and contingencies for rides. Also sets riding formation and pace, and enforces riding discipline and safety standards. Coordinates with other charters during large rides and runs. Responsible for handling breakdowns, accidents or disruptions during rides. Often held by the greatest swoop rider of the charter.



The Tobrade City charter is the founding charter, and while each Steel Serpent charter has their own leadership, all report and follow the orders from Tobra City. The current leadership of Tobra City consists of:

PresidentNeza Key took control of the swoop gang formerly known as Crew 46 after an internal struggle following the chaos that the Imperial conquest caused. She rules the gang by treading the fine line between authority and consensus. It's a delicate balance for any leader, but her fair and rational mind has earned her respect from the rest of the club.

It is rumoured she has some kind of higher contact with the powers that be, or perhaps even a Sith, but they are just that - rumours. Ones best not spoken in her presence.

Vice PresidentCamilla Verac is one of the youngest members of the Steel Serpents, which makes her position as the Vice President of the Tobrade City charter all the more impressive.

An orphan like many others, Camilla joined the Steel Serpents (then Crew 46) when she was just 15 years old and quickly earned both respect and adoration for her fierce and loyal nature. She now serves as Neza's right hand, and guard dog.

Sergeant-at-ArmsKhik is an imposing figure, a scarred Rattataki joining the club after an illustrious 'career' in the underworld fighting scene. He has both the physical prowess and the necessary warrior's confidence to hold the position as Sergeant-at-Arms, and some say he was destined to get the title sooner or later.

Khik has extensive cybernetics which has replaced most of his throat and spine, making him a tireless and immovable force of altered nature.

SecretaryMike Rosov is a rare breed in Tobrade, not to mention the Tobradian underworld. He is old. Well, relatively speaking. Somewhat of a local legend in Dtuhun, Mike is known for his cunning. How else could he have survived?

In truth, he knows that leaders are exchangeable, but nobody wants to inherit years worth of paperwork. That's why he has been and remains the secretary of the Steel Serpents through many of its past changes in leadership.

That is not to say Mike is considered disloyal - that would be a quick way to die after all. Rather, his loyalty is to the club, above all else.

TreasurerCosta 'Creds' Silver is everyone's favourite when they need something, and he is all too aware of the fact. A sharp mind and a sceptical attitude, Costa has been given the incredibly difficult task of keeping track of club finances.

While the battles are fought on the streets of Tobra City, it is the work of 'Creds' that makes sure any gained territory can be afforded to be kept.

Road CaptainIvo 'Icy' Chu is a Pantoran and a former smuggler who lost his ship during the Imperial liberation of the planet. Said to have nerves of durasteel, especially behind the controls of a ship or swoop, he quickly distinguished himself as one of the greatest racers and getaway pilots on Tobrade.

Eventually he would join the Steel Serpents and take up the mantle as its Road Captain, leading rides through the streets of Tobra City with confidence.
