Low Harn has been a pit of squalor ever since the Empire's liberation of Tobrade. Multiple waves of aliens seeking refuge, exiled either by Imperial doctrine or civil violence from Tobra City and other minor settlements have continued to take their toll on the area. Low Harn is currently the planet's third largest settlement but is mostly made up of impoverished alien dwellings. The most recent pressure put on Low Harn by the tumult in the Jiaka district pushed these poor conditions to the brink. Now, the development and re-branding of 'New Harn' paves over that legacy. A large, densely concentrated modern township has been built on the swampy marshlands of the area, integrating the existing spaceport and demolishing expansive slums and homemade shacks. The three major developments forging New Harn are housing improvements, trade waterway infrastructure to support local industry and logistics, and a commemorative plaza, Prime Square, dedicated to Prime Qute Blokk's ascension and continued stewardship of the town. The already established water purification and recycling initiatives in New Harn continue to beat back the overwhelming pollution tainting the rest of the planet's major population centers.
