Dominion security of late has been a topic of much discussion; production and stockpiling of resources for a potential extended encounter have become paramount.

The Dominion houses over fifty-million citizens, all of whom must be fed. Production, investment, and stockpiling are already well underway, yet innovation should never be ignored.

Thus, I open the proverbial 'floor' to those with innovative ideas on how the Dominion's population can be best sated, both in times of preparation and in those of active war. The proposal deemed most innovative, interesting, and within the realms of viability will be implemented on Damolla and its author rewarded for their efforts.

My Lord,

I propose the Dominion Food Security Protocol: a system that measures food security across all our worlds and escalates through fixed stages.

At the heart of the protocol stands the Directorate, potentially seated on Damolla. Across the dominion, it gathers reports, runs the harvest forecasts, and maps which land, refineries and factories are to be converted at each stage.

The Directorate defines a target number for reserves on each planet, depending on their ability to feed themselves. Those that are import dependent, should hold greater reserves.

Each planet continuously reports to the Directorate:

• Days of food supply held in reserve (on planet)
• Price of staple goods against baseline
• Harvest forecasts
• Import dependency

Stage One: Strain
Declared when staple prices rise a quarter above baseline, or any world's reserves fall below two thirds of their target.

Reserves are released to hold prices steady. Ration credits are issued by value: factory labourers, miners, dock crews and their families first. Put bread in their hands with the Imperial seal on the wrapper and they acquire something to lose.

The Directorate ensures reserves are imported until stage is lifted.

Stage Two: Shortage
Declared when two or more worlds stand at Stage One, or a breadbasket (Damolla or Zyxar) is forecast to fail.

Universal rationing by category. Garrison troops and productive labour draw full allotments; the idle, the aged and the unproductive draw less.

The conversions begin. Ihiri expands its farmland at Urdos and Linton. Zula IV's coastal estates take on additional labour and expand. On Damolla, vineyards yield to grain; on Verdanis, cocoa and tabac fields yield to staple crops. Denedre Prime's waters and Eserac's lakes are opened to fishing fleets, additional workforce sent to Ntari.

Stage Three: Crisis
Declared when Dominion-wide reserves fall below half their target, a breadbasket is lost, or a supply lane is blockaded.

All food shipping comes under the Directorate and moves in escorted convoys. Fixed supply loops are enforced: Damolla feeds Tobrade, Zyxar feeds Lesser Gambor. The return cargo matters as much as the outbound when Gambor's fertiliser and Tobrade's machinery flow back.

On restless worlds, food is issued in person, at Imperial distribution centres, against identity records.

Stage Four: War Economy
Declared upon extended total war, or the loss of all external imports.

All agricultural land, labour and processing come under Directorate command. Tobrade and Lesser Gambor respectively produce automated harvesters and fertiliser without pause. Luxury production ends.
Those who serve the war effort eat in proportion to their service.

No world is permitted to fall below the threshold where hunger leads to revolt.

Stand-Down
A stage is only lifted once its triggers have reversed for a period the Directorate deems sufficient.
