Dominion's Standing Vigil

Though this is especially pertinent to our Governors and Viceroys, the size and scope of the project I introduce to you now in my capacity as Lord Seneschal will have widespread effect and call upon the readiness of all to step up to action when called upon.
With the Dominion's continued expansion comes a growing need to improve surveillance and security measures to ward its territories against hostile and alien incursion. Local governance and authorities manage their own internal security and intelligence on a smaller scale, but as our borders grow longer, so too do the potential threats grow more plentiful and their entry points into our Dominion farther apart.
For the foreseeable future, the focus of the office of the Seneschal, with the Dark Lord's blessing, will be to drive the creation and expansion of a network spreading from the Dominion's borders and into its core. It shall serve as a warning system and readiness measure intent on the protection of all Dominion territories. This network, the Dominion Vigilance Array, is but the first regional developmental project.
Designs and cost projections for the construction and deployment of Vigilance facilities are enclosed in this communication, as is the intended schedule of deployment throughout the Dominion.
At the end of this project, each populated system in the Dominion will be connected through the Vigilance network. It is each governor and viceroy's responsibility to see to the construction and preparation of facilities within their system, by any necessary means. The Seneschal's coffers may be negotiated for, though will focus on those systems that do not have sitting governors.
Enhanced security within the Dominion permits us greater freedom to act abroad and protects our territories from compromise. All must rise to the occasion, as failure is not an option in this powerbase.

Deployment Schedule & Vigilance Assets
The network will be deployed in Phases, with higher priority systems elevated into the earlier Phases. Priority is given based on proximity to the Dominion's borders or the expected expediency with which the presiding Governor or Viceroy can be expected to act.

| Vigilance Listening Post | A stationary listening post is built on a planet or other celestial body in the system. It has limited range to detect external threats and its main purpose is to record and quickly alert about foreign communications or presences registered within the current and adjacent systems. | 8 |
| Vigilance Probe Array | A couple dozen of networked probes are spread throughout the system along its borders, tracking foreign bodies in close proximity to the system. They are equipped to intercept limited communications on unknown frequencies and track hyperspace fluctuations to track entries from outside the system, predict point of emergence and tag vessels or alien bodies. The probes can send reports within the same system to local listening posts with swift transmission, and two steps removed into facilities two systems away. | 10 |
| Vigilance Space Station | A semi-mobile space station is constructed within the system that is equipped with a wider range of scanning equipment to perform the functions of previous Vigilance constructions, but at greater range and with a greater capacity to identify and intercept foreign communication frequencies independently spanning four systems over. Its greater range permits direct and swift transmission to other linked Vigilance facilities throughout the Dominion, and its larger construction has permitted installation of basic defensive weaponry to protect it from immediate threats and reinforced shielding to withstand attack until reinforcements arrive. | 12 |
This task is primarily for Governors and Viceroys, though the nature of the task will involve much of the powerbase. Because each of the Vigilance assets are Governorship Assets, laying foundations through roleplay and events in the various territories to mitigate risks in the required W&I roll will involve the powerbase at large. This will be especially relevant for those Viceroys who may not have the same capacity to tank the costs on their own, which can be sorted through the avenue of roleplay.
- This task aims for Governors and Viceroys, but will require involvement of the powerbase as a whole.
- Each Phase in the schedule will aim to run for roughly a month, each - meaning Phase One will run until March 1st, and so on. The passage of each Phase will be communicated. Delays are possible, if the window proves too small.
- There will be both narrative and tangible rewards, contingent on roleplay and actions taken (and not taken). These are sponsored by the powerbase.
- All rules for Governorship Assets apply to the Vigilance assets. There is, however, room to maneuver through roleplay and negotiation.
- Once construction in your system is ready, communicate that in this thread via an IC comm (with details as to measures taken, optionally), alongside a note of which asset(s) have been deployed.
