The Artisan Guild

For these laws to function, Artisan's Guilds would need to be formed across the Dominion to collect competencies across several specialized fields of skilled work in agriculture, medicine, education, labour and so forth. They would internally moderate themselves and take responsibility for raising competency of its members and fostering it. The Artisan's Guilds across the Dominion would altogether be policed and guided by a central authority, yet to be named or defined.

AG001: All non-citizens are required, when of legal age, to be registered with an Artisans Guild, to guide their professional education and training in a chosen field. The choice of Artisans Guild is left to the resident.

AG002: All Artisans Guilds across the Dominion are required to train and educate its members and guide them towards finding active positions in their chosen fields.

AG003: The following Artisan Guilds will be established immediately by order of the Dark Lord:
  • The Mining Guild.
  • The Manufacturing Guild.
  • The Spacefaring Guild.
  • The Agricultural Guild.
  • The Slaving Guild.
  • The Commerce Guild.
AG004: All Artisan Guilds will be led by a board of six directors and a leader selected by the Dominion administration..

AG005: Charters to form additional guilds may be purchased from the Dominion administration.

AG006: Each guild may nominate one person to join the Dominions administration and serve as an advisor relating to guild matters..

Industrial Efficiency

IE001:
All non-citizens are required, when coming of legal age, to take aptitude tests to determine level of intelligence, skill, versatility and talent. All results are a matter of public record to be kept by local census departments. Aptitude tests are to be retaken in three years. Failure to commit to the tests is grounds for imprisonment, penal indentured servitude or military conscription.

IE002:
All businesses and industries within the Dominion are required to provide annual training programs and/or apprenticeships to their employees.

IE003: All adult non-citizens are required to be in training, education or employment, unless otherwise preoccupied with familial duties. Failure to comply is grounds for penalty including imprisonment, penal indentured servitude or military conscription.

IE004: Enterprises from outside the Dominion are offered tax reductions if they choose to establish themselves on any suitable planet. To be eligible for this benefit, the business must employ a minimum of 200 Dominion residents, along with any necessary amount of slaves. Slaves imported to the Dominion must be registered in accordance with the Zula Dominion Slave Trade Law.

IE005: All governed planets within the Dominion are to contribute towards the Dominions autarky in accordance with designated quotas. Governors who fail to meet quotas will be subjected to penalties.

IE007: Businesses are required to allocate a portion of their annual profits toward research and development to improve efficiency, technology, and production methods. Grants are available to enterprises that demonstrate exceptional innovation benefiting the Dominion.

IE008: All appropriate industries are required to maintain a portion of their production capacity in reserve for rapid conversion to military use during times of war or crisis.

Population Growth

PG001: Dominion residents that produce children are eligible for tax breaks, compounding up to the third child for full benefits.

PG003: Dominion residents, men and women, are required to undergo regular medical checks for the population census and to root out damaging congenital illness or defects that would weaken the Dominion. Parents that ignore these requirements and produce children that suffer such conditions unchecked are liable to be penalized under the law, and exempt from any tax breaks, privileges or citizenship bids.

PG003a: Dominion residents that are found to have undesirable congenital illnesses or traits that pose a threat to population growth within the Dominion are required by law to be rendered medically infertile. Failure to comply makes one liable to be penalized under the law, including but not limited to imprisonment, penal indentured servitude or cancellation.​

PG004: Dominion residents can volunteer themselves to be guardians of future generations and take responsibility for raising and rearing children born of other families that, for professional reasons, cannot be involved. Such residents, if recognized as competent by the local authority, are offered privilege and pay like active service citizens while they serve in this role.

PG005: Dominion residents united by sanctioned marriage are legally obligated to produce offspring and may be liable to penalty under Dominion law if they fail to meet this requirement within five years of marriage.

PG006: Holders of slaves with desirable traits and good health, as determined by evaluations during the mandatory registration process, are given financial privilege and tax exemptions if their slaves produce offspring at a rate of a 5% gross increase of their personal slave allotment per year.

PG007: Dominion residents of sufficient status may be granted the right to take a second husband or wife, under Dominion protection and law, to ensure the security of their bloodlines and strengthen the Dominion.

PG007a: Such sanctioned marriages will be known as Dominion Marriages and the partners as Dominion Wives or Dominion Husbands respectively.​
PG007b: These partners are considered secondary to the primary partner and may not inherit their partners wealth or titles upon death. A fixed sum should therefore be agreed upon prior to marriage.​
PG007c: Children born of these marriages may be recognised as formal heirs at the cost of fifty thousand credits paid to the Dominion Administration.​

PG008: Children born outside of wedlock are not considered heirs to their parents wealth or titles and are instead wards of the Dominion. They may be raised by their natural parents until such time as they are adults when they will be enrolled in Imperial service.

PG008a: Children born outside of wedlock may be recognised as formal heirs at the cost of one hundred thousand credits paid to the Dominion Administration.​
PG008b: This law is also applicable to the children of slaves where one parent is not a slave.​

PG009: Dominion residents with superior genetic traits, as identified through mandatory health screenings, are encouraged to participate in the Dominion’s Genetic Optimisation Programme. Participants receive financial rewards for producing offspring with partners selected by the Dominion to enhance population strength.

Educational Authorities

EA001: All educational facilities within the Dominion will answer and report to the central Zula Authority of Erudition, henceforth labelled the ‘ZAE’ in following sections of law, located upon the capital world of the Dominion.

EA001a: The authority known as ZAE will provide appropriate permissions to educational facilities to uphold education within the Zula Dominion’s regions and worlds.​
EA001b: The aforementioned authority will assure that the curricula of educational facilities are, and remain, up to current academic standards.​
EA001c: The ZAE has authority to provide and revoke educational certificates for facilities and planets.​
EA001d: The aforementioned board has the authority to provide and revoke stipends.​

EA002: All educational paperwork and degrees within the Dominion and outside will be verified and kept at the ZAE.

EA002a: Degrees and education completed outside of the Dominion will require verification through the ZAE.​
EA002b: Degrees and education completed inside the Sith Empire’s educational system will automatically be verified after application.​

EA003: All educational facilities throughout the Zula Dominion’s regions require an up-to-date ZAE certification in order to continue education.

EA004: The ZAE will provide stipends or scholarships to higher education for students and individuals who have been recommended and vetted, as specified in the following subsections:

EA004a: The ZAE will provide enough credits for fifty scholarships per year, and per facility of higher education on each planet. Expansion of a facility of higher education will grant more scholarships depending on the size of expansion.​

EA004b: Scholarships for higher education will only be provided to students who graduate with exceptional grades, to a level specified by the ZAE.​

EA005: The ZAE will provide stipends to vocational schooling for students and individuals who show promise in other areas of growth, as specified in the following subsections:

EA005a: The ZAE will provide enough credits for fifty stipends per year, and per facility of higher vocational schooling on each planet. Expansion of a facility of higher education will grant more stipends depending on the size of expansion.​

EA005b: Stipends for vocational schooling will only be provided to students who complete a test and are deemed worthy as specified by criteria decided on by the ZAE, and arranged for by the individual facilities.​

EA006: Individuals can, besides exceptional grades, earn scholarships and stipends by being eligible for the following, as specified by the ZAE:
  • Exceptional loyalty to the Dominion.
  • Exceptional skill in their field of work.
  • Personal and exceptional military service.
  • Legacy of decorated military servicemen.
  • Legacy of Sith parentage.

Academic Standards

AS001: Governors of planets in the Zula Dominion are required to provide basic education to their population up to the age of 18.

AS001a: Attendance in basic education for those under the age of 18 is mandatory, with discretion from the educational facility in specific circumstances as specified by the ZAE.​
AS001b: Populations and individuals who are enslaved are the exception to this law.​

AS002: All basic educational facilities of the Zula Dominion must adhere to mandatory sections of curricula;

AS002a: They must adhere to the centralized grading system as appointed by the ZAE.​
AS002b: They must teach in Basic, and must teach Basic as a first language.​
AS002c: Tutelage in accordance with the Dominion Unity Act as specified in law DE006 is mandatory for all age groups.​
AS002d: The curriculum of these mandatory courses is set by the ZAE.​

AS003: The Dominion Unity Act is a series of mandatory educational sections as specified in following subsections of this law.

AS003a: All basic education must include classes on the following topics:​
  • The history of the Zula Dominion.
  • The philosophy and achievements of the Sith Empire.
  • The role of citizens in strengthening the Dominion.
  • The hierarchy of the Sith Empire and Order.
AS003b: All educational facilities must include the following:​
  • Weekly assemblies in all schools where students recite an Oath of Allegiance to the Zula Dominion and Sith Empire.
  • Ceremonies for graduates, featuring pledges to serve the Dominion and Sith Empire faithfully.
  • Multimedia campaigns integrated into schooling, emphasizing the glory and strength of the Dominion and Sith Empire.
AS004: Upon graduation of basic education, all Zula citizens will be presented with a choice of higher education, vocational schooling, military service, or joining the workforce.

AS004a: If no choice is made, then the facility of basic education from which the individual has graduated will make the choice for them.​
AS004b: Higher education includes colleges, universities, and any places of education that provide a degree.​
AS004c: Vocational schooling will be provided by the existing Guilds; apprenticeship must be approved by the ZAE.​

AS004d: Those choosing to begin military service must be approved by the appropriate government body to do so.​
AS004e: Joining the workforce entails finding a place within Dominion society. The ZAE nor the Academic Standards will assist in creating or finding employment, and it is up to the planetary administration and governors to arrange suitable oversight of their workforce.​
AS004f: Imperial citizens are exempt from AS-004 as a whole, in accordance with Imperial Law.​

AS005: It is mandatory for all personnel within all educational facilities of the Zula Dominion to promptly report improper conduct both relating to their respective education facility and regarding specific persons.

AS005a: Improper conduct entails all illegal activities or non-Imperial rhetoric within the Dominion.​

Economic Gambling & Debt Policy

GD001: All casinos, betting houses or industries that otherwise provide gambling services as entertainment are required by law to be licensed and registered members of a Dominion Betting League. Failure to seek registration, or operating without it, is grounds for penalty under the law - including but not limited to imprisonment, seizure of assets, fines and enslavement.

GD002: All casinos and betting houses are legally beholden to standard and designated taxation for Imperial enterprise and, additionally, for operating a betting operation. Taxed income is paid into the Dominion treasury and a portion into the Dominion Betting League's rehabilitation programs, impound facilities and temporary housing.

GD003: All betting houses and casinos must legally require the display of valid citizen ID or proof of employment in the Dominion for non-citizens, to be registered with the establishment and the Dominion Betting League.

GD004: Citizens and Dominion non-citizens under legal majority age are forbidden from participating in gambling; tourists are exempt from this law.

GD005: Citizens and non-citizens who bankrupt themselves and accumulate debt are barred from gambling activities and establishments until debt is repaid by impounded possessions and properties or, alternatively, paid through garnished wages.

GD005a: Records of all accumulated and recorded debts of establishment patrons are required by law to be shared between all linked establishments in the Dominion Betting League.​
GD005b: Citizens and non-citizens whose bankruptcy results in repossessed housing may be temporarily housed in facilities operated by the Dominion Betting League.​

GD006: Citizens and non-citizens have a grace period of three months to resolve outstanding debt to the Dominion Betting League, failure to resolve the debt results in punitive measures under the law - conscription, enslavement or liquidation among them.

GD007: All possessions and properties seized by the Dominion Betting League are evaluated and sold by auction after a month following their seizure and may be bailed back to the original owner at twice their determined value after the debt is resolved. Should the debt not be repaid before the month is passed, the items are legally and permanently forfeit when entered for auction.

GD008: Slaves are legally barred from partaking in betting and gambling, but may instead be used as currency for the wagers by their owners according to evaluations made on registration as per the Zula Dominion Slave Trade Law.

GD009: Casino or betting house patrons without valid proof of Dominion employment or Imperial service ID are offered no grace period in case of bankruptcy, but are possessed and entered into slavery by the Dominion as repayment for their debts.

Ethical Pleasure Commerce

PC001: Pleasure houses of any classification are required to be licensed and registered within the Zula Dominion. Any establishments that operate without license are subject to legal intervention and their owners and employees subject to penalty under the law, including enslavement, fines or imprisonment.

PC002: Patronage or employment in pleasure houses of any classification is strictly forbidden to all individuals under the legal majority age, regardless of place in the Dominion’s hierarchy.

PC003: Imperial citizens are forbidden from seeking employment in any pleasure house of any description or engage in sex work. No sex workers can become Imperial citizens and are thus exempt from bids for Imperial citizenship through other legal routes.

PC004: All employees within establishments in the field of pleasure commerce are legally required to subject themselves to regular and frequent medical screenings to contain potential spread of contamination. Failure to comply may result in a penalty under the law.

PC005: Staff in regular registered establishments within the Dominion may only service non-citizens with employment in the Dominion or citizens that can provide ID and are required to keep record internally of their patronage.

PC005a: Establishments targeted specifically at patrons without valid Dominion employment or Imperial citizenship have all prior requirements save for health suspended and may only serve such patrons, not Dominion workers or Imperial citizens.​

PC006: Excessive patronage and degeneracy that interferes with industrial productivity or ability to contribute to the Dominion’s growth, determined by statistical performance analysis, is punishable by law and may result in being barred from access to establishments that fall under pleasure commerce law, imprisonment, or enslavement.

PC007: Professionals are permitted the use of preventative measures and medications only when serving the unprivileged, poor or undesirable who are otherwise exempt from procreation under the Dominion’s Population Growth policies.

PC008: Professionals with good health, desirable traits and strong genetics are regarded as ‘high status’ workers, and are legally forbidden from servicing undesirables.

PC009: All employees are legally encouraged to eschew preventatives for privileged, high status or desirable clients within the Dominion in the interest of promoting growth between strong parties. Any pregnancies resulting from such unions have guardianship and parenthood rights restricted to the privileged client.

PC010. Slaves (if desirable) utilized by establishments covered by the law of pleasure commerce are always required to eschew birth control and preventative measures unless given special legal exemption through their owners, which can be sought from Dominion authorities.

Regulation of Controlled Substances

CS001: All controlled substances within the Zula Dominion will be assigned classification based on accessibility and the restrictions imposed on them. The classifications are founded in law and their ramifications must be observed in the licensing, production, possession, distribution and use of any substance past those permitted to the public.

CS001a: Substances may receive or change classification at the discretion of the Dominion’s legal authorities with or without medical advisory.​
CS001b: Any individual, establishment or organization with licensed permission to produce, possess, distribute or use any substance covered by these legal policies have their personal or organizational IDs marked with their license for the sake of public access and record​
CS001c: No individual below legal majority age may be licensed for any controlled substance, and any distribution to individuals below legal age is harshly punished by law.​
CS001d: No individual or establishment with prior criminal history or record of any kind that demonstrates antagonism with established law may be licensed for use, possession, distribution or possession of any controlled substances and are exempt from all categories. Only special pardons given by Dominion authorities can overrule.​

CS002: Any substance that interacts with or impacts Force sensitivity are strictly forbidden within the Dominion, whether it is production, distribution, possession or use.

CS003: Use of any controlled substances outside its intended area is punishable by law. Similarly, use of controlled substances in a manner which is disruptive to daily operations in public spaces is harshly punishable by law.

CS004: Any controlled substances licensed within the Dominion that are produced locally within its borders are subject to strict standards of security, supervision and oversight.

CS004a: Controlled substances of any classification that are produced within the Dominion are to primarily be exported into conflicted or hostile territories.​

CS005: Any substances imported from outside the Dominion, whether featured at the time as a substance with official classification or not, are subject to additional taxation and controls in customs. Substances imported without prior permission from Dominion authorities are legally forfeit and seized, and importers will be subject to penalty including but not limited to fines, enslavement, imprisonment or conscription.

CS006: Any individual licensed to use controlled substances is legally required to check in on a monthly basis to report on effects on their health and professional efficiency. Any overtly detrimental change (as determined by medical professionals or superiors) is grounds to suspend licensed permissions and, in case of severe breach, grounds for punishment under law.

CS006a: Complications to health related to or caused by the consumption or use of controlled substances for Recreation are the legal responsibility of the consumer to pay for. No healthcare is subsidized regardless of citizenship and non-citizen worker status within the Dominion or the Imperial armed forces for such substances. Irresponsible or harmful consumption is grounds for suspension of license and further legal penalty.​

CS007: Any establishment or organization with licensed permission to produce, use or distribute controlled substances is legally required to submit to audits by local authorities on a bi-monthly basis. They are held liable for any incident caused within their organizations or through their distribution to clientele and may face fines and additional tax as punishment under the law for incurred penalties resulting from such incidents.

The following laws are to be assumed to apply to Non-Citizens and Slaves only. Imperial Citizens and Sith are automatically excluded from species laws.

Favoured Species

SP001: Favoured status is reserved for those species considered to be rulers of the Dominion, and is restricted to Human, Pureblood, and Echani species.

SP002: Species with Favoured status will be granted a 10% tax reduction for their first three years after immigration.

SP002a: Individuals from species with Favoured status that produce Force sensitive offspring will be freed from any tax responsibility.​

Accepted Species

SP003: Near-human and humanoid species that can easily reproduce to create offspring with those species already heavily present in the Dominion, and those that are inherently Force sensitive will be granted Accepted Species status.

SP003a: This species list is subject to change based on the population census detailed in PG003.​
SP003b: Species of Accepted status receive neither tax reductions, nor tax penalties for immigration.​

SP003c: Species with inherently high Force sensitive birth rates are granted Accepted status within the Dominion. Should their biology be predisposed towards heretical Force use, they will instead be deemed Undesirable.​

SP003d: Individuals from species with accepted status that produce Force sensitive offspring will be freed from any tax responsibility.​
SP003e: Genetically modified species, regardless of otherwise fulfilling the criteria of SP003a, are Undesirable.​

Undesirable Species

SP004: Near-human and humanoid species that cannot easily reproduce to create offspring with species already heavily present in the Dominion are to be deemed Undesirable. This includes the near-human species of Anzati, Qiraash, Rattataki, Umbaran, and Keshiri, along with all humanoid species that are otherwise incapable of creating biological offspring with Dominion residents.
SP004a: Any species that cannot function as viable members of Dominion society will remain marked as undesirable, regardless of population growth. Those within this designation with explosive population growth will be subject to systematic culling.​
SP004b: Undesirable species must register their presence when visiting a Dominion planet such that their movements can be tracked.​
SP004c: Undesirable species will be limited from any position that holds significance upon any aspect of the administration of the Dominion.​

SP005: Undesirable species will be taxed an additional 10% for the first five years after immigration. Individuals of sufficient status are exempt from this taxation.

Slave Specifications

SP006: Slave owners wishing to import undesirable species must pay a flat fee of two-thousand credits per slave to the Dominion Administration prior to import. These slaves are to be marked appropriately detailing their undesirable status for all future sales within the Dominion.

SP006a: Resale of any slave marked as undesirable will incur a 5% tax to be paid directly to Dominion Administration.​
SP006b: Any slave owner trying to import species with undesirable status without informing Dominion Administration and paying the fees detailed in SP006 will be found in contempt of Dominion law and will have their assets systematically seized beginning with their slaves.​

Language

SP007: Any individual, regardless of species status, will be considered and documented as undesirable if they cannot express themselves in Basic. All non-citizens will therefore be tested for their knowledge of this languages during the aptitude test detailed within IE001.

SP007a: All costs associated with learning the primary language falls to the immigrant, and will be deducted from their pay until the point the aptitude test detailed in IE001 defines the individual as sufficiently fluent.​
SP007b: Slave owners are responsible for the costs of language education if their slave is to interact with the wider Dominion and its Industrial Efficiency.​

Bounty Hunting Laws

BL001: All bounty hunting activities within the Zula Dominion must be conducted under the authority and oversight of the Zula Dominion Bounty Commission (ZDBC). Any bounty hunting not sanctioned by the ZDBC is deemed illegal and punishable under Dominion and Imperial Law, including fines, imprisonment, or classification as a rogue operative.

BL002: All bounty hunters must possess a valid Imperial Bounty License (IBL) issued and registered by the ZDBC. Unlicensed individuals found engaging in bounty hunting will be treated as criminal actors and punished accordingly. Those already having a license from a reputable Imperial Sector will get a rebate of 90% on the license-costs when providing proof.
BL002a: Licensing is divided into tiers:​
  • Basic License (5,000 credits/year): Permits private bounty contract work under ZDBC oversight.
  • Enhanced License (10,000 credits/year): Grants access to Imperial-sanctioned targets, advanced resources, and higher-clearance missions.
BL003: All targets, regardless of origin, require individual ZDBC-issued permits. Permit fees are assessed based on the classification of the target:
  • Minor Targets (non-lethal retrieval or tracking): 500 credits.
  • Moderate Targets (lethal force authorized, non-Imperial threats): 2,000 credits.
  • High-Value Targets (Imperial enemies, high-risk fugitives): 5,000 credits.
BL004: All bounty hunters operating under ZDBC jurisdiction are subject to active compliance monitoring and checks. Civilian safety, infrastructure protection, and non-disruption of Imperial interests are mandatory conditions. Violations will result in penalties, suspension, or revocation of license. Yearly reviews are done for the first five years and then every other year for each licence-holder.

BL005: Success-based commissions are collected by the ZDBC:
  • Private Contracts: 10% of bounty total paid to the ZDBC.
  • Imperial Targets: ZDBC receives a 10% commission from Imperial bounties rewarded to hunters.
BL006: Failure to complete a contracted hunt results in a 1,000-credit penalty. Repeated failures may result in loss of license or blacklisting.

BL007: Any unauthorized hunts, targeting of civilians, or collateral damage beyond ZDBC tolerances will be prosecuted as criminal acts. Depending on severity, penalties include imprisonment, license termination, or enslavement under Imperial law.

BL008: The ZDBC operates from a central headquarters on Zula IV, Torrens Landing, with regulatory outposts and connected offices on all ten Dominion worlds being built. All outposts are connected through a unified permit and licensing registry to ensure operational consistency and jurisdictional efficiency.

BL009: Hunters licensed through the ZDBC may receive conditional assistance from local Imperial or Dominion garrisons, including intelligence support, restricted technology access, and temporary authority in high-risk retrieval operations if allowed by a verified ZDBC officer.

BL010: All private individuals, corporations, or organizations seeking to issue bounty contracts must register their intent through the ZDBC. Contracts that conflict with Imperial Law or Dominion interests will be denied without appeal.
