The Inheritor Club is a group of foppish, privately educated and exceedingly snooty Imperial industrialists, bureaucrats and socialites who swan around Tobrade's exclusive nightlife venues. Their heritage is a blend of Tobradian old money, a few of which survived the conquest by quickly changing sides, and Imperial new money in the form of cruel and efficient business leaders. They are lovers of the arts, culture and sophistication, all of which is exceedingly scarce on the polluted industrial world they call home. Whether or not the club comes with any form of official membership is unknown and whatever code of conduct they follow is kept incredibly discreet if such a thing exists at all. For a bunch of flamboyant fat cats they seem to keep their private dealings well guarded. The club's motto, Pleasure through Profit, only further highlights their decadent disinterest in the politics, business dealings and ongoing strife of the lowly citizens of Tobrade.

The Truth
Idiot socialites, fortune heirs and frivolous rowdies act as opulent drapery for a much more secretive and selective organisation. While they have no distinctive markers, uniforms, symbols or graffiti to declare their existence, they assess, insure and acquire from the security of anonymity at the behest of a shadowy benefactor. Their reliance on coded language utilising dense financial jargon has given way to their moniker of Underwriters. In essence, they are the loosest possible definition of a peacekeeping organisation. They can barter with and broker between rivalling gangs to negotiate the best possible outcome for all parties, once they've taken their cut. The group can apply pressure on Tobrade's criminal underworld without the need for direct Imperial intervention and circle back should anyone neglect to make good on their billables. They're willing to run the numbers and remove pain points on illicit activities across the planet to make sure that every credit can be squeezed out of every accord.

The Underwriters operate as a criminal syndicate and are more than happy to offer the smaller gangs of Tobrade a form of 'syndication' that maximises synergy and allows their sinister influence to spread. Criminal elements operating in Tobrade considered worthy of syndication are offered invitation in the form of a gold bordered, pastel silver flimsiplast letter in a tasteful off-white envelope, signed, Upper Management. For all their resplendence and refinement, it is a representation of the syndicate's core philosophy, a threat veiled in silken tones and composed of serrated sincerity. Each signature and handshake conceals violent intent as, for those who refuse the polite invitation for syndication, hostile takeover is not beyond their core competencies. Tobrade finally has a better class of criminal.
