East of Carano and Torren’s Landing, along the eastern coast of Zula IV where the River Aurum descends from the highlands and splits the land stands Constance, a city of order, ambition, and Imperial values. Cliffs and bays decorate the coastline near the city, while the land around it is dominated by forested hills and fertile plains, the mountains of Zula IV uncharacteristically far away.
At the city’s heart stands the Collegium of Arms, a prestigious martial academy founded under the direct authority of Darth Véhemen. Within its walled courtyards, cadets are shaped into soldiers and officers, trained in the Zula Doctrine of warfare. Officially, it produces manpower for the Imperial war machine, but many of those who pass through its halls seem to hold strong ties to the Dominion.
Overseeing the city’s governance is the Astra Domuum, a small but noble house whose fortunes rise with the city’s own. The Domuum commands Constance as its seat, guiding its civic life and administering its lands with an authority recognised by both citizens and soldiers. The citizens regard the House’s matriarch as their rightful ruler, while the officers and instructors of the Collegium owe their allegiance directly to the Dark Lord.
The city’s prosperity is sustained by agriculture, forestry, and fishing, all enriched by the River Aurum’s steady flow. The surrounding plains yield harvests of grain, fruit, and root crops, while herds graze on the open hillsides. Timber is farmed in the deep forests to the north and south, whilst fishermen from elsewhere in the Dominion have arrived to explore the potential of Zula’s virgin oceans.
The Kaasian Ward (Administration and Military)
As the beating heart of Constance, The Kaasian Ward is arguably the most prestigious part of the city. The city’s administrative buildings are all located within it, along with the Collegium of Arms, training the future soldiers and officers of the Dominion. Imperial presence is unsurprisingly strong here, with banners and guards on every corner, giving the sense that the entire district is one large fort. Despite this, there are several residential buildings, especially in the neighbourhood of Valoria Terrace, where many of the military elite have their homes.
Ledger’s Stead (Finance and Commerce)
While the city’s spirit is militaristic in nature, commerce and private business still has a place within it. Ledger’s Stead acts as the mercantile hub and is home to most of the office space and high-rises. Offering a place of work for many of the citizens, the district is full of bustling life and ambition. In its centre is the Pinnacle Court, where many of the local banks and real estate companies have their seats.
Little Kaas (Leisure and Entertainment)
While the ‘City of Ideals’ isn’t the first destination for those travelling far and wide for entertainment, it still offers an ample amount of amenities for the locals. The Halcyon Strip in Little Kaas is the prime destination for most, where nightclubs, holo-theatres, gambling joints and a concert hall litter the wide street, painted in red, blue and purple neon. The avenue shares the same architecture as Kaas City, although at a much smaller scale. In true Imperial fashion, a part of the district is home to an extensive slave market, offering new stock of all kinds and for all purposes, to those who can afford it.
Steelhaven (Housing and Community)
The majority of the citizens of Constance call Steelhaven their home. Here, residential buildings, shops and schools fill street after street, accommodating the growing population. While the city lacks the wealthy citizens of its closest neighbour, Carano, it’s also largely devoid of poverty. The streets are clean, the facades well-maintained and the district enjoys the protection of regular patrols, owed much to the fact that many recruits do their initial patrol training on its streets and alleys.
Harvest Reach (Industry and Logistics)
Located in the southern part of the city, Harvest Reach is an industrial centre with a growing number of factories, freighter companies and warehouses. A significant portion of the goods coming into the district is crops, fish and livestock, due to the vast plains, hills and ocean that cover the nearby territory. Furthermore, there is a constant presence of construction material and cranes, as expansion and construction is always underway.
